does balloon stop smoke-over problem

I have 2 fireplaces, one upstairs and one down, that share a chimney. After starting a fire in the upstairs fireplace, smoke began to accumulate in a downstairs room where the lower fireplace is located. I understand this may be because of the cold air of the chimney creating a negative draft that pulls the smoke back into the house. Will a Chimeny balloon fix this problem? If not, any ideas???We never intend to use the downstairs fireplace.
